Bridging the Gap Between Federal Policy and Local Realities

The Canadian Coalition of Community-Based Employability Training (CCCBET) has proposed a National Workforce Development Framework designed to leverage community-level expertise to solve Canada’s most pressing workforce challenges.

The Goal: To establish a coordinated, 12-month action plan that aligns federal policy with the ground-level needs of the Canadbou laubor market.

The Core Strategy: Five Key Pillars

The action plan is built on five integrated pillars designed to support workers, employers, and policymakers:

Pillar Focus Area
Productivity & Skills Strengthening SME readiness by aligning available skills with real-world demand.
Climate Transition Preparing for a net-zero economy through regional assessments and pathways.
AI & Tech Transformation Rapid reskilling and identifying new requirements for automation.
Inclusive Growth Scaling community-led solutions for youth, newcomers, and Indigenous peoples.
Better Data & Policy Building a Community-Based Labour Market Intelligence System (CLMIS).

Key Benefits for Members & Communities

This proposal highlights the unique value of the community-based sector acting as a "bridge" between policy and practice.

  • A National Voice: CCCBET acts as a central coordinator, ensuring community expertise informs federal decision-making.
  • Practical Tools for Employers: Access to an SME Workforce Transition Toolkit and AI/Automation Impact Profiles.
  • Improved Intelligence: Early-warning dashboards and regional readiness assessments to anticipate economic disruptions.
  • Reduced Fragmentation: Aligning federal, provincial, and community efforts for a consistent, measurable national system.

Implementation prioritizes co-designing solutions with employers and supporting populations facing the greatest barriers.
